The Season 4 finale of “Boardwalk Empire” drew 2.2 million viewers — off from the 2.7 million that the Season 3 finale grabbed last December. The downtick appears to represent a trend — last year’s season finale was also off from the Season 2 ender, which had 3 million total viewers.
